Man Victims Identify As Impersonating County Employee Arrested

After a number of viewers came to KFOX with claims that a man named Frank Flores had impersonated a county employee and taken their payments for traffic tickets, it appears that man has been arrested.

Flores was arrested on unrelated charges Sunday. He had open warrants for theft by check and theft of services.

Representatives from the El Paso County Attorney’s Office said police are still investigating allegations that Flores took money for tickets illegally.

Eric Gutierrez and Gonzalo Tapia said they gave Flores hundreds of their dollars, they thought was going toward their traffic citations. They said they were happy he was behind bars, despite no current charges for their allegations.

"It's a relief to me. That he's not going to do this to anybody else," said Tapia.

"If we determine there is sufficient evidence, then we will file charges," said Kent Sutton, an assistant county attorney.

Gutierrez and Tapia said it is only a matter of time that Flores is charged with stealing their money.

“I hope they charge him with what he did to me," said Tapia.

"I consider him a scam artist," Gutierrez said.
