EL PASO, Texas -- The Ysleta Independent School District has started to charge groups who use their facilities after hours, enraging some neighborhood associations.If you want to rent out a classroom or a cafeteria at YISD it will cost $120 for the first hour, and $60 for every hour after that."Some of the schools are $135, some are $137 also depending upon the capacity. If it's anymore than 200-300, it would be about $250," said Ana Duenez, with the Lower Valley Neighborhood Association. "Sometimes we don't even have money, even for our flyers. We are nonprofit, we don't have the money and the facilities either."Her association has tried doing meetings in local parks, but now it's too cold. And going to a rec center or library is out of the question."Most of the people here are senior citizens and they walk to and from the places," Duenez told KFOX."This fee is intended not to actually make money but just to recoup our operational cost, costs such as utilities, security or custodial," said Patricia Ayala, spokeswoman for YISD.YISD said it has always had fees for after hours building use, but they have never enforced those fees until now."We're being fiscally responsible for the management of the money and we are very much in charge to make sure that tax payer money is spent wisely," said Ayala.But on Wednesday night at the school board meeting, the sides reached a compromise. The school board announced the fees will be waived for neighborhood associations recognized by the city of El Paso.According to one board member, the groups will now go through a verification process to determine if they are in fact recognized by the city. Some other groups like Boys and Girl Scouts and some school clubs will also have the after hour fees waived.
