Posted: 5:28 pm MST November 6, 2009Updated: 5:51 pm MST November 6, 2009

Fort Bliss and U.S. military bases worldwide observed a moment of silence Friday for the victims of the shooting at Fort Hood.

Maj. Gen. Howard Bromberg and soldiers on post stopped to reflect on Thursday's tragic events at 12:34 p.m. mountain time. It was exactly 24 hours after the shooting occurred.

Bromberg said the Fort Hood massacre has prompted him to review certain procedures at Fort Bliss.

"The first thing to do is talk to your soldiers about the incident and what happened," said Bromberg. "And talk about that in relationship to our Army values we hold near and dear to our heart."

Soldiers labeled "high-risk" are being revied at Fort Bliss in light of Thursday's events. But Bromberg said it's important to not overreact.
