Humane Society Officer At Fort Bliss For Animal Cruelty Training

A member of the nation's largest animal protection organization was at Fort Bliss on Thursday to train prosecutors and law enforcement officials about animal cruelty issues.

KFOX has reported on two animal cruelty cases involving Fort Bliss soldiers. The soldiers were prosecuted, and what happened to those animals has Fort Bliss officials taking steps to be proactive.

It's the first time the U.S. Humane Society has been invited to a military installation. Fort Bliss JAG lawyers invited the manager of animal cruelty prosecutions for a training session on how to better deal with animal cruelty issues.

"We've had cases, and you've been involved. We've had soldiers who were prosecuted, one in the DA's office, one with our military UCMJ system. We don't want this to keep occurring," said Jean Offutt with the Fort Bliss Public Affairs Office.

KFOX first reported on the Lil' Pit Girl case two years ago. Sgt. Dwayne Sumpter pleaded guilty to animal cruelty charges after he was accused of leaving his dog in a crate inside his garage in his Northeast home when he was deployed to Fort Hood. Lil' Pit Girl went without food or water for about 30 days before she died.

The Frank Zimmerman case attracted national attention. Ft. Bliss Spc. Zimmerman was dismissed from the Army when he was accused of stomping his dog to death and breaking his other dog's leg.

The three-hour seminar was closed to the media. About 30 military personnel were present, including special investigators and prosecutors. Officials said it focused on the investigation and prosecution of animal cruelty cases.

"Putting together a case on animal cruelty, how to investigate a case, how to ensure care of animals during the investigation, how to charge how to prosecute the case," said Sherry Ramsey, the manager of animal cruelty investigations for the U.S Humane Society.

Ramsey said she hopes officers at Fort Bliss can train others at the post.

"To use this as a model hopefully to go to other bases and work with other military organizations to educate their officers," said Ramsey.
