El Paso PSB Seeking 12 Million For Stormwater Projects

EL PASO, Texas -- It was a storm many El Pasoans won't soon forget--- the 2006 floods.Now the El Paso Water Utilities Public Service Board is applying for $12 million to do five Stormwater projects to improve flood water drainage and flow around the city."This is very good for rate payers," said Christina Montoya, spokeswoman for the PSB.PSB met Tuesday evening to approve the final application, select engineers to start the projects, and to vote to ask the city’s to approve the final application to get the money from the Texas Water Development Board.The Texas Water Development Board is getting the money from the American Recovery and Reinvestment Act, also known as the economic stimulus plan. The funds are essentially a loan, but with no interest."So that's excellent news it's a savings of almost $7 million," Montoya said.Some of the projects include the Pershing Dam, which calls for increasing the spillway so that it can handle more water.In 2006, water from the damn spilled over and went under I-10 and flooded the Saipan neighborhood."These are projects that we have already identified in the Stormwater master plan, as projects that need to be done for the city that address flood risk for the city,” said Montoya.Other projects include the Feather Lake II Basin in the Lower Valley, the RV Channel between Americas and Eastlake and the Northeast Channel 2, near Sun valley and Dyer.The price tag rings up to a little more than $12 million. KFOX14 asked PSB officials if it was going to cost customers more money."The bottom line is no," said Montoya.PSB must turn in the application and plans for the projects to the Texas Water Development board by July 22, 2009. PSB must begin construction by Feb. 17, 2010.
