Horizon City Residents Ask KFOX For Answers About Unpaved Roads

HORIZON CITY, Texas -- El Paso County tore up the streets in Horizon City to repave them. But eight months later, residents there are still driving on dirt roads."We're just fed up with it," said Jessica Maya.She said before the rains, the problem was the dust, but now it's the mud and flooding."I called you guys to see if you could help us," said Maya. "To see if they don't give you the runaround like they do to us."County Commissioner Willie Gandara Jr. said the repaving project should have been finished in November 2008, but there was a problem. He said Horizon MUD, the city's utility, realized that it needed to move water meters on the streets after the county started the repaving project. He said then Horizon MUD had problems with the contractor that was moving the meters and had to find another one.KFOX asked Gandara why moving the water meters was not in the original repaving plans."That's something you get into," said Gandara. "You know that wasn't poor planning on our end. I don't think anybody knew."Gandara said he would contact Horizon MUD Monday morning and set up a meeting about the repaving project. He said he would discuss paving at least Mitchell, the main road in the neighborhood.But Gandara said for now, he does not expect the project to be complete until August or September. KFOX will continue to follow this story to make sure the roads are paved.
