Texas Bill Regulating Boarding Homes Could Stop Elderly, Disabled Abuse

Bobby Morrow said he fell while rollerskating under the watch of a group home staff member.

"I put my arms down," said Morrow. "And I went forward."

He has a scar, spanning the length of his forearm, to prove it.

"My son ended up with a compound fracture and had to have a plate and about 17 pins put in his arm," said Bobby's mother Leonora Morrow.

She said Bobby complained about his hurt arm for an hour before he received medical care.

"We thought we were doing him a favor," she said. "We were trying to offer a good home and also a safe home."

Bobby has cerebral palsy and takes four medications to prevent seizures. He moved into the lower valley group home in 2001 after his parents had trouble taking care him.

"Since he can't stay here, well where else is he gonna go? And I'm not gonna put him out on the street," she said.

But Leonora said the staff couldn't control Bobby, and he was asked to leave after less than two years.

"I think more training is definitely needed," she said. "And more regulation to make them more accountable."

Texas Senate bill 1521 could do just that. Under the bill, boarding houses would need to be licensed and meet certain standards of care as determined by the state. The homes would be inspected at least once every two years.

"Many, many people are being abused by these unscrupulous owners that take checks, that really do not treat people right," said Sen. Eliot Shapleigh, D-El Paso. "And we are going to do something about it."

Six years after entering the group home, Bobby said he wants to be more independent.

"Down the line, I do want to try to move out again," he said.

He wants the bill passes into law. And this time, he hopes to live in a group home and leave without scars.
