Lee Trevino Part Of Stormwater Utility Masterplan

The stormwater masterplan lays out more than 100 projects across the city for the next 10 years. Out of the 100 projects, one that's proposed for the first year would take place in the Lee Trevino area.

"We had one storm last year, we had 2 inches of rain in about 20 minutes," said Ralph Crouse, the owner of Desert East Golf Driving Range.

He is affected by the flooding each time it rains. His business is located near Lee Trevino and James Watt, an area notorious for flooding.

"It does impair traffic. The area on Lee Trevino and James Watt gets under water to the point you cant' drive through it," said Crouse.

The driving range also works as a ponding area, one that hasn't been used to it's capacity because of poor drainage in the area.

"Around this area there's mostly commercial and industrial so most of what you see are roofs and pavements and very littlpermeationon into the ground," said Gonzalo Cedillos, the engineering manager for the new Stormwater Utility.

Cedillos said the Lee Trevino project is a priority project that would be completed in the first year. It would consist of adding pipes under streets like Vista Del Sol and James Watt while expanding the ones on Lee Trevino.

Another phase of this project proposes to prevent flooding that happens close to Interstate 10.

The drainage system on Kaiser Drive is part of the reason why there's flooding on Gateway West between Lee Trevino and Lomaland. A grate that lies in the middle of Kaiser Drive doesn't take in a large amount of water rapidly so the water travels on the street and floods the gateway and I-10. The proposed solution is to re-engineer this area to increase the capacity of water so it travels through these pipes and under I-10.

"We get a lot of water in a short period of time. And obviously we need bigger structures to handle volume of water," said Cedillos.

The Lee Trevino project has an estimated cost of $5 million. It's one of 15 projects slated for the next three years. The estimated cost for the first three-year projects is $67.5 million.

The masterplan will be presented to the Public Service Board for approval on Wednesday. If approved, it will then go before city council to approval.
