EL PASO, Texas -- The Horizon City smoke-free ordinance was a nine month project that was stopped dead in its tracks. Supporters of the smoking ban were dissapointed to hear the Horizon City council kill the item 4-2.

"I'm appalled at city council members," said Amista Salcido from Horizon City.

Salcido along with a handful of people, including El Paso City Mayor John Cook went to the meeting in support of the smoke-free ordinance. Cook was there to offer his advice to the council and tell them his experience when El Paso successfully passed a no-smoking ordinance. The proposed ordinance mirrors El Paso's ordinance with the addition of two rules: No smoking in public parks and no smoking within 15 feet of a public building. Salcido said she doubts businesses will suffer.

"There's many businesses in Horizon City that I don't frequent because I'm not going to expose my family to second hand smoke," said Salcido.

City Alderman Charlie Ortega was one of the two representatives voting for the ordinance. He knew the rest of the council was against it.

"If the people want it then by all means, as a governmental body of this city, we need to listen to that. If they speak with a vote, then that's pretty clear," said City Alderman Ruben Mendoza.

The packed room with people wearing buttons in support of the ordinance wasn't enough for Alderman Ruben Mendoza. He said not all of them were Horizon City residents.

"Even though they spoke of making sure they do what the citizens of Horizon City want, they still went against what we really believe should happen," said Salcido.

Ortega said he plans to bring up the issue again.
