Cluttered Yard Cry For Help, Neighbors Say

EL PASO, Texas -- An upper valley woman may be endangering not only herself but her neighbors, and those who are closest to her said no one has been able to help.Neighbors told KFOX the elderly woman who lives in the home on 311 Kent St. is friendly, but they also said they fear her safety and theirs are at risk because of her hoarding."I have seen her back yard. It's really, really cluttered with nothing but what I consider trash," one neighbor said.Neighbors hesitated to speak with KFOX because they didn't want to embarrass the woman, but they think her living conditions are a cry for help."Adult Protective Services was notified and environmental services was notified,and they said that she was not a priority. They didn't come down," a neighbor told KFOX.KFOX spoke to Adult Protective Services, which said its hands were tied in this situation. After looking at KFOX's video from the back yard, Terry Hammond from the National Guardianship Association said he can't see why."There can be some very serious health risks here. There can be environmental risk as well. It is a situation that really needs to be addressed. I would be very surprised if the city has been out there and has sanctioned the accumulation of debris on the property. I really have to question if the protective services system has really done a thorough and effective evaluation of the situation," Hammond said.Neighbors fear for not only their safety, but the elderly woman's own physical and mental health."I know she has no air conditioning and if someone lights a match or tosses a cigarette, I'm sure it will cause a huge fire. I think it is horrible. It is an older person; I mean, that could be my grandmother or mother.
