EL PASO, Texas -- Thursday night Ysleta Independent School District officials said they will not pay the stormwater utility fee even after the new rates go into effect. As KFOX reported, Y.I.S.D. has not paid the stormwater utility fee from the start.Wednesday night the public service board announced that school districts will have to pay only a portion of the full new fee for the next three years."This fee was going to total up to $500,000 before yesterday's meeting; now the bill is going to be $300,000, which is still an excessive amount of money that the district did not have allocation for, because this bill just came into effect,” said Y.I.S.D. spokeswoman Berenice Zubia.District officials believe a state statute exempts Y.I.S.D. from paying the fee, and they are in talks with the public service board to look at other options.Y.I.S.D. is still paying its water bill, just not the stormwater fee.
