EL PASO, Texas -- One of El Paso Water Utilities' biggest customers refuses to pay the new stormwater fee.

The Ysleta School District said it isn't paying its $42,000 a month stormwater fee but is negotiating with the Public Service Board to try and reach an agreement on a new fee structure.

YISD officials said they are continuing to pay their monthly water bill.

Other local school districts are paying the stormwater fee but are also seeking some rate relief.

The city and the water company plan to address complaints and concerns about the new stormwater fee during a special meeting of the Public Service Board Wednesday afternoon.

The meeting begins at 5 p.m. at El Paso Water Utilities Headquarters, located at 1154 Hawkins.
