Woman Claims Man Found Masturbating At Library

Mary Duenas goes to the Ysleta library twice a week to pick up some books for her children, and she said last Wednesday as she went to check out, she overheard something that shocked her.

"Some lady went up there saying that there was a man on the computer masturbating," said Duenas.

The reaction of the staff bothered her.

"To them I guess it was a joke, they didn't take it seriously," said Duenas.

Duenas said the clerk told her the man is there all the time, watching pornographic material.

"We have rules of conduct that everyone who comes in the library must follow, and if someone complains to us that someone is not following those rules of conduct, then we will take appropriate action," said Carol Brey-Casiano, the director of the El Paso Public Libraries.

Brey-Casiano said the branch manager kept an eye on the man for more than an hour, and didn't see him do anything indecent, such as masturbation.

"If someone is behaving in a way that is not in line with our rules of conduct, we can ask that person to leave the library," said Brey-Casiano.

The El Paso Library system has now created something new for their computers to offer another option for those who use the computers: a filter.

"The filter is the default, if you come in and use the computer at one of those two libraries, then your session will be filtered," said Brey-Casiano.

As KFOX reported last January, the library cannot stop people from using certain Web sites, citing privacy laws, so the filter only goes so far.

"Unless you ask us either to remove the filter if you are an adult, the filter can be removed," said Brey-Casiano.

The filter can also be removed by parents for children younger than the age of 18. Two libraries currently have the filters, but library officials plan to have the filters in place in all their locations in the next few months.
