Council Looks At Making Mesa And Cincinnati Streets Safer

George Cisneros, who represents five bars near Cincinnati street, believes the intersection of North Mesa street and Cincinnati Street is dangerous.

"People have always said it's an accident waiting to happen," Cisneros said.

Cisneros joined other residents and representative Ann Morgan Lilly to share ideas with City Council about improving the intersection at Mesa and Cincinnati.

"If we took Mesa street underground and created a tunnel we could create an incredible plaza for things like skate parks for kids, an area for concerts outdoor events," said Cisneros.

Other suggestions include, building a pedestrian bridge, or an underground pedestrian tunnel, hiring an off duty police officer to control traffic, or start slowing down traffic with flashing warning lights on Mesa a few blocks before Cincinnati Street.

"Another one is to turn on the UTEP special 20 mile per hour flashing light school zone that is used for special events, because that seems to do the trick when they have crossings there," said Rep. Ann Morgan Lilly, West El Paso.

The city is looking to make Cincinnati and Mesa safer after the recent deaths of Amanda Carrasco and James Kaiser who were both killed while walking across the crosswalk there when they were hit by an alleged drunk driver.

This is after the deaths of two other pedestrians at this same intersection in 2003.

In 2004, the city did make changes there like adding a traffic light and making Cincinnati a one way street.

While the city considers many suggestions on how to improve this intersection, one resident believes it won't stop one of the main problems there and in other intersections around the city: drunk driving.

"You wanna use flashing lights, you wanna use bridges to divert traffic, but not a single one of these takes a drunk off the road," said Lisa Turner from West El Paso.

Turner said four members of her family were killed by a drunk driver. At Tuesday's council meeting she asked council to toughen the laws on those who drive drunk.

"Lets get down to business, you wanna get drunks off the road than it shouldn't be a misdemeanor to drink and drive," Turner said.

El Paso Police agree that something needs to be done about DWI's, which is why Assistant Chief Paul Cross presented this map showing all of the alcohol related pedestrian deaths from last year to this year. Which he believes is a citywide problem and not just a problem at this intersection.

City Council is expected to look at all of the suggestions presented at Tuesday's meeting and make a decision in the next few weeks.
