"She said she would've handled it much differently; she would've given us the opportunity to either let it grow or see how it work(s) out."

Morales said she was unaware that the haircut was against school policy and will make sure it doesn't happen again.

controversial haircut

Crashes close down U.S. Highway 70 in both directions

Las Cruces police and New Mexico State Police investigated two separate crashes on or near U.S. Highway 70, Monday afternoon. State police requested the help of a helicopter to transport those with injuries.

Las Cruces police said in one of the crashes a truck rolled over onto eastbound Bataan Memorial East forcing a closure of eastbound lanes of the highway and the frontage road. Police also closed down the highway between Sonoma Ranch Boulevard and Rinconada Boulevard.

Police said drivers who going eastbound are asked to take Northrise Blvd. to Sonama Ranch where they can enter Highway 70 east. Those going westbound should take Bataan Memorial West and then reenter the highway at Rinconada Blvd.

Enough progress had been made on the historic Albert Fall Mansion that city officials were able to give KFOX14 News a tour.

"It's been a very special project for the city and the engineering department to work on and we're very close to wrapping it up," said El Paso City Engineer Alan Shubert.

In 2009, the city avoided a costly eminent domain lawsuit by offering the then-owner, Joseph “Sib” Abraham Jr., $647,137 for the home. The city had determined that Abraham was letting the property deteriorate.

Shubert said that the city has now put another $1.2 million into construction and the renovations are almost complete.

"It was a mess,” Shubert said. “We took over the house and it had been compromised in a lot of ways. It had people break into it. The roof it was so compromised that we had a flock of pigeons living here and there were lots of dead pigeons in this home, too."

Shubert said his engineers took pride in the job. They were able to keep old brick fireplaces, stained-glass windows, old columns and original floors.

They modernized the building so it could be used as an office. The city put an elevator in the back. The upgraded the electrical, plumbing and communications systems. Now the city is looking for a new tenant.

"We've now been approached by several nonprofits to whom we've said, ‘Make us an offer or bring us something tangible’ that says they want to use it in a certain fashion and what they'll pay for it,” Shubert said. “We want to know how they'll keep it accessible to the public."

The mansion was built 102 years ago by U.S. Sen. Albert Fall, who was well-known for being involved in a national bribery scandal.

Since the beginning of the year, his father says things were changing for him.

"He had just recently got a job," said Bloberg Sr.

He was also being treated for bipolar disease. Bloberg also found out his son was using crystal meth and was off his medication, so he called his parole officer to have him arrested.

"He is a suicidal threat and he's a danger to the community you need to pick him up," Bloberg said he told the officer.

That's where Bloberg said the system failed him and 31-year-old Roy Daniel Santos.

"When they get a warrant they wait usually for them to make a mistake," said Bloberg Sr.

That mistake wouldn't come until a life was taken, according to Bloberg Sr. Police said Bloberg Jr. and three others went to a smoke shop earlier this month and planned to rob it. Police said Bloberg Jr. may have shot at Santos, who worked at the store. Santos drove off, rolled his car and died down the road.

"I found out terribly like everyone else through the news," said Bloberg Sr. "Anger, depression. I wanted to fall down and start crying and kicking."

Earlier that day, he said his son had called his wife after not coming home for days.

"He had called her, but she couldn't understand. He was not making any sense at all," said Bloberg Sr.

Bloberg said those were the warning signs his parole officer missed. He said his son even missed his appointment in January with his officer.

"I'm left with that burden of knowing that they could've stopped this and they didn't. I lost my son and that's a terrible thing to have to live with," said Bloberg Sr.

Bloberg said he is taking action so no other family feels the pain these two families are dealing with.

"What can I, in conducting a grassroots effort to try and change is it more funding in law enforcement that is needed. I know they are terribly overworked," said Bloberg Sr.

The spokesperson for the New Mexico Corrections Department sent KFOX 14 this statement:

"The New Mexico Corrections Department's Probation and Parole officers went above and beyond their duties supervising and assisting offender Ernest Bloberg," said Cristina Rodda Public Information Director New Mexico Corrections Department

From the time Ernest Bloberg was placed under our supervision, officers did home checks and office visits with Bloberg on ten occasions.

On Nov. 2, probation and parole officers visited Bloberg at his home. He appeared to be in need of medical assistance. He was transported to a probation office where a mobile Crisis Southwest Counseling team came out to evaluate Bloberg. During the following weeks officers, attempted to get Bloberg an appointment for medication he claimed he needed for anxiety. Bloberg missed his appointment.

On Jan. 13, Bloberg's father called the probation and parole officer to say his son was not staying at his home as he should be, was using drugs and was not on medication.

The probation and parole officer immediately called the offender and instructed him to report to the probation and parole office. Bloberg told the officer he could not because he was at work. The probation and parole officer called Bloberg's work and was told by a manager that Bloberg was not working.
The officer then called the offender back and received no response. Bloberg was at that point an absconder.

A warrant was issued for his arrest, and the probation and parole officer contacted the local U.S. Marshals to have Bloberg picked up on the warrant.

Ernest Bloberg was placed on probation October 2011 out of Dona Ana County for larceny and burglary of a vehicle. He did not fail several drug tests he was given during the time of his supervision. He admitted to using meth and heroin before his arrest.

Drivers are encouraged to seek <del></del>alternate <del></del>routes.

According to <del></del>The El Paso Times, area businesses were under evacuation and traffic was being detoured.

Emergency radio transmissions reported that at least two people are being treated at the scene for gas inhalation.

The Times also reported that according to El Paso Fire Department spokesman Inspector John Concha, Del Sol Medical Center is closed to outside traffic due to the smell of gas reaching the hospital.

Fire officials told KFOX14 aconctruction company that was working broke the gas line.

And they'll get a chance. They'll get a chance they need. Coming back from the war, they're not themselves," Wilfred Hernandez said. He is with the Texas Veterans Commission.

The judge who overseas the program, Angie Barill, said they'll start taking cases in the next couple of weeks, but also said the concept is still a work in progress.

Judge Barill said it is up to the District Attorney's office to decide who is eligible for the program.

Soldier veterans court

Inmates adopt pound pets through program

Sheriff Richard Wiles, the El Paso Humane Society and the Animal Rescue League of El Paso will find homes for shelter animals through an inmate volunteer program.

The Pets Advancing Wellness and Success program gives inmates the chance to receive vocational training and <del></del>affords for the adoption of unwanted, homeless pets.

The inmates are responsible for teaching dogs to obey basic commands and will receive kennel management experience.

All dogs are micro-chipped spayed/neutered and vaccinated.

Las Cruces teens suspects in late-night middle school break-in

Police arrested two juvenile boys suspected of breaking into and vandalizing Lynn Middle School middle school late Sunday evening.

Willie Alvarez and Brenden Chavez, both 14, are each charged with one count of criminal damage to property and non-residential burglary and two counts each of conspiracy.

A Las Cruces Police officer heard an alarm at around 11:30 p.m. Sunday, Feb. 12 coming from the school, located at 950 S. Nirmalakhandan offered a 20-percent return on the investment to the city after a profit is earned.

City Council is considering using money from the Las Cruces Convention and Visitors Bureau for the film but a decision has not yet been decided.

"It has a huge economic impact," Assistant Director of Marketing and Sales for Hotel Encanto Christopher Cruz said.

Cruz has worked at Hotel Encanto on Telshor Boulevard while two major films were shot in the city in the past. He said the business that comes along with the production tremendously helps restaurants, and especially hotels.

"Usually, these groups stay a very long time, anywhere from eight weeks to three or four months," Cruz said.

The local autism group, Hearts for Autism, said that the movie will serve a greater purpose. Not only will it spread awareness about autism, but the group said that the film will also donate a portion of its earnings to the group to go towards helping families dealing with autism.

"Funding some evaluations for families," Hearts for Autism member Abel Covarrubias said. "Right now, there's between a six-month to one-year wait for families to get a diagnosis."

"It's putting faces to what people otherwise consider a diagnosis," Hearts for Autism member Katrina Hille said.

Nirmalakhandan said that the movie will also employ New Mexico State University students to work on the set, including as part of the production crew and makeup.

Las Cruces Autism Movie

Police:1-Year-Old Girl, Mother from Las Cruces missing since December

Las Cruces Police are still asking for the public's help in locating a 1-year-old girl who is believed to be in the custody of her mother and her mother's boyfriend.

Nevaeh Jauregui was last seen in Las Cruces with her mother on Monday, Dec. 26, 2011.

<del></del>Her mother, Nicole Jauregui, 19, and her boyfriend, 20-year-old Jose Mendez, have been charged with child abuse after Nevaeh tested positive for drugs.

Nevaeh Jauregui had been in the temporary custody of her grandmother but was taken by her mother and <del></del>Mendez on Dec. 26. The public needs to see more of what's going on and not all these closed door sessions," said Young.

The decision to revise the selection process comes after the county's current contractor continues to be investigated by the Criminal Division of the U.S. Attorney's Office for the circumstances surrounding their 2007 selection.

The company was connected to the indictment of former El Paso County Judge Anthony Cobos, who faces charged of conspiracy to commit mail-fraud.

According to our media partner, the El Paso times, the Western District of Texas U.S. Attorney's Office said Coastal Securities is 'not a subject or target' of a federal public corruption investigation.

It is not know whether or not Coastal Securities will be allowed to rebid.

KFOX

US seeks to mine social media to predict future

The U.S. government is seeking software that can mine social media to predict the future.

Solicitations posted online show federal law enforcement and intelligence agencies hope to anticipate everything from terrorist attacks to foreign uprisings by sifting billions of posts from Twitter and other social networks.

The FBI last month outlined its desire for a digital tool to scan the entire universe of social media -- more data than humans could ever crunch.

"Personally, I've never seen anything that was strange on facebook," said Sarah Aragon of West El Paso. "I think it's weird and an invasion of privacy."

The Department of Defense and the Office of the Director of National Intelligence also have solicited the private sector for similar tools.

The proposals already have raised privacy concerns among advocates who worry that such monitoring efforts could have a chilling effect on users.

"I don't like the government going in there and looking at personal information, but at least it keeps us in line," said Richard Mora, a Kern Resident.

The FBI says their proposed system will only monitor publicly available information.

El Paso Commissioner in opposition of military budget cuts

County Commissioner Sergio Lewis said he will take a stand against current, and any, future military cuts.

Lewis is set to read a resolution Monday in the weekly commissioner's court meeting in opposition of such department of defense cuts.

Lewis will talk about how downsizing our military leaves our nation vulnerable.

He recently wrote a guest article saying, "Our soldiers fighting for us should be our priority and the ability to defend our Country from any possible threats should be our focus."

Neighbors say lower valley couple didn't show any sign of trouble

While investigators performed a formal autopsy Sunday afternoon, residents of the Columbia Terrace apartments were outside placing flowers, candles, and balloons at the dented gate where a lower valley woman is accused of running down her husband early Saturday morning.

Laura Patricia Juarez, 31, is charged with the murder of her husband Salvador Juarez, 34, after the couple allegedly had a fight Saturday morning. Police said the couple had an argument, which lead to a physical altercation, and Salvador left the apartment on foot. Laura drove the couple's car looking for her husband and found him near the apartment complex entrance. It was there police accuse the woman of hitting Juarez with the vehicle and taking him back to the apartment where he later died. Laura Juarez remains in the El Paso County Jail with a $100,000 bond.

Ana Maria Terrezas lives less than 10 feet from the Juarez's apartment and describes the couple as "normal and happy." She said Juarez worked as a maintenance employee for an apartment complex next to hers, and was willing to use his skills to fix her apartment as well.

"Salvador would help me whenever he could," said Terrezas. "One day when I needed to get my air-conditioning fixed and I couldn't get a hold of management or maintenance, I asked him if he could fix my air conditioner and he said 'yes, of course,' and he fixed it."

Terrezas heard talking early Saturday morning but didn't investigate the sound until it progressed to sobbing and police radios.

"I walked out the door and that's when I saw Laura curdled up in a ball crying," Tarrezas said. "I asked the police officer what had happened and he said he couldn't tell me anything right then. So I asked why she was crying and he just said someone was dead inside her apartment."

Salvador Juarez is the fifth homicide of 2012, compared to seven at the same time in 2011.

Grandmother of missing child says missing signs are being torn down

A Las Cruces grandmother told KFOX14 that she believes that someone is tearing down missing person signs of her granddaughter and is falsely telling store owners that the child has been found.

"We're still looking for my babies," Angela Regalado said.

Regalado's 1-year-old granddaughter, Nevaeh Jauregui, has been missing since Dec 26.

Regalado said that her family hands out missing person signs every weekend and always gets permission from store owners to hang them, but they've now learned that someone has been tearing those signs down, and worse than that, she said that she's told someone is telling store owners that the baby is no longer missing.

"We have put a lot of fliers out and little by little they're disappearing," Regalado said. "Why? I don't know."

Regalado said that she doesn't know whether the culprit is someone who wants people to stop looking or whether it's being done out of cruelty.

Regalado said that she wants the public to know the search is still on.

The 1-year-old was living with Regalado after she was taken away from her mother, Nicole Jauregui, 19, and her boyfriend, Jose Mendez, 20. The two have outstanding warrants for child abuse after Nevaeh tested positive for drugs.

Regalado said that she hasn't heard from her daughter at all since she last saw her Christmas night.

"I still call everyday," Regalado said. "I text her. I call her and no response. I miss both of them."

Regalado said that she doesn't know whether Nicole went willingly or where she is now.

"I fear that she wants to come home but she can't or they're not letting her," Regalado said.

Las Cruces police are offering a $1,000 reward for information leading to Nevaeh or Nicole Jauregui or Jose Mendez.
In this week’s Crime of the Week, police are looking for suspects who burglarized a home while people were sleeping.

The burglary happened around 2:45 a.m. on March 16, 2011 in the 12300 block of Red Sails in East El Paso.

Police said a man broke into the home through a kitchen window, and then opened a door to let another man inside.

One burglar took a purse and wallet from the kitchen. The other burglar went upstairs and opened the door to a child’s bedroom. The burglars then left the home quickly.

Police said within an hour of the burglary, two men were filmed by a store security camera trying to use a credit card stolen from the home to buy a television.

One man was wearing a red baseball cap, black T-shirt and a gold chain. The second man had sunglasses on the top of a black baseball cap and a black long-sleeved shirt rolled up to show a tattoo of some kind on his right forearm.

They left the store in a gray car, possibly a Saturn.

A spokesman for the El Paso Police Department confirmed authorities found 34 year old Salvador Juarez dead outside of an apartment complex in the Lower Valley early Saturday morning.

The complex is located at 7840 Knights Street, just off of Midway and the Border Highway.

After a day of investigating, police arrested his wife, 31-year-old Laura Patricia Juarez and charged her with murder.

Police say the two were fighting when it escalated. Juarez left the couple's apartment and foot and his wife got into their Dodge Durango to chase him.

Juarez was walking near the entrance of the complex when police allege his wife then drove towards him, hitting him, and then knocking him to the ground.

Police say his wife then carried her husband back to their apartment where he later died. Her bail has been set at $100,000.

lower valley dead body

East side apartment residents say they're living with no hot water

Residents at the Lake Fairway apartment complex just off Vista Del Sol contacted KFOX14 hoping for some answers. They say they've been living with little to no hot water for nearly two months, and have complained to management but gotten nowhere.

" If I can't take shower in the morning, tis ludicrous," said Betty Leclercq, whose lived at the complex for 12 years. She said the problem has only recently gotten worse.

"For 20 minutes you have to run your water in the morning. It's ridiculous, much more for the elderly and disabled, it's just a grave situation here," said Leclercq.

She says even then there's still no guarantee they will get any hot water at all. KFOX14 found several other residents with the same problem.

" We pay to have hot water and when the date comes to pay rent you have to pay rent or they throw you out, " said Leclercq. She said when the hot water does come, its unpredictable.

Residents say they've complained to management but gotten nowhere. " They say, well we'll send someone out or we'll put in a boiler and they leave notes, but nothing, " said Leclercq.

KFOX14 we tried to get answers from management on Saturday. A woman in the front office said she couldn't comment but that a manager would call back.

East side apartment residents say they're living with no hot water

Residents at the Lake Fairway apartment complex just off Vista Del Sol contacted KFOX14 hoping for some answers.
